Kahnawake Gaming Licence: Requirements, Cost and Timeline

Kahnawake Gaming Licence: Requirements, Cost and Timeline

Last updated: 31 October 2026

A Kahnawake gaming licence, formally a Client Provider Authorization (CPA) from the Kahnawà:ke Gaming Commission (KGC), costs US$35,000 to apply (including the first US$20,000 annual fee) plus US$5,000 for each Key Person Permit, so at least US$40,000 for one operator and one key person. From 1 January 2027 that rises to US$40,000 plus US$6,000 per key person. The KGC estimates four to eight weeks to a decision, after which you operate on a six-month preliminary permit before a full CPA is issued.

If you’re weighing Kahnawake, you probably want a long-established regulator with flat fees and no published gaming duty, and you need to know what it really costs and how long it really takes. Most pages ranking for this keyword are written by platform vendors or licence brokers. Several still describe the Inter-Jurisdictional Authorization, which the KGC repealed in November 2022, none of the pages we reviewed mention the January 2027 fee increase, and their timelines range from “2 to 3 weeks” to “4 to 6 months”. This guide uses the KGC’s own fee notices, application process documents and Regulations (amended 25 March 2026) to give you the current numbers, the licence types, the requirements, a realistic timeline and a two-year cost model.

What is the Kahnawake Gaming Commission?

The KGC is the gaming regulator of the Mohawk Territory of Kahnawà:ke, near Montreal. It enacted its interactive gaming Regulations on 8 July 1999 and has regulated online gaming continuously since, which makes it one of the oldest online regulators still operating. It also regulates land-based gaming in the territory, but this guide covers the interactive side.

Its model is different from most offshore regulators. The licence is tied to a physical hosting facility, not to a company’s seat. One entity holds the Interactive Gaming Licence for the data centre, and every operator licensed by the KGC must run its gaming from that facility. In October 2026 its permit-holder page listed roughly 55 operators, many with several sites. Use the KGC permit-holder list to check any brand or supplier that claims a Kahnawake licence.

Kahnawake licence types: which one do you need?

Section 10 of the Regulations lists five licences, authorizations and permits. Only two matter for most operators: the CPA and the Key Person Permit.

LicenceWho it’s forApplication feeAnnual fee
Client Provider Authorization (CPA)B2C operators offering casino, poker and/or sportsbook from the licensed hosting facility. No cap on the number issuedUS$35,000 incl. first annual fee (US$40,000 from 1 Jan 2027)US$20,000 (up to six domains, then US$500 per extra domain)

The 2027 increase applies to CPAs and Key Person Permits only; the notice doesn’t change CSPA or LDSA fees.

What happened to the Inter-Jurisdictional Authorization?

It no longer exists. The Inter-Jurisdictional Authorization (IJA) was a separate authorization category in the Regulations, and sections 107 to 117 of the Regulations, which created it, are marked “Repealed (November 30, 2022)”. Some pages ranking for this keyword still list the IJA as one of six licence types, and one adviser page quotes a two-week turnaround for it. If a broker offers you an IJA, ask what they’re actually selling.

Do B2B suppliers need a Kahnawake licence?

Only if you host games at MIT and license them to third-party operators, in which case the CSPA is the route. The KGC’s permit-holder page listed two CSPA holders in October 2026. If you supply a CPA holder without placing equipment at MIT, the CSPA as defined in sections 117A and 117B isn’t designed for you, but expect your operator client to ask for documentation for its own Control System Submission.

Kahnawake gaming licence requirements

The KGC’s application process and forms page and its CPA process document set out what goes in the file. Use this as your checklist.

  1. Application for Client Provider Authorization (Schedule D) identifying the applicant entity.
  2. Business Entity Information Form (Schedule B) for the applicant company.
  3. Personal Information Forms (Schedule C) for every director, every shareholder or beneficial owner with 10% or more ownership or a controlling interest, and every proposed key person.
  4. Key Person Permit application (Schedule E) for at least one person who exercises a key managerial function.
  5. Control System Submission (Schedule I) describing your gaming system, internal controls and AML procedures, unless the KGC directs otherwise in writing. Its assessment is invoiced separately from the application fee.
  6. Supporting declarations: the Full Disclosure Assurance form and a criminal record consent and privacy waiver.
  7. For publicly traded applicants: a biography for each director and annual reports for the past three years.
  8. Fees paid up front. The KGC states that application fees must be received before an application is processed.

Behind the forms sit the suitability tests in section 24 of the Regulations. Individuals must show good character, honesty and integrity. Companies must show a good business reputation, a sound financial position, and suitable directors, 10% shareholders and key persons. Under section 25, a licence from a comparable jurisdiction counts as prima facie evidence of suitability, so a group already licensed elsewhere has an easier path.

Hosting at Mohawk Internet Technologies

This is the requirement that shapes your architecture. The KGC states that every operator it licenses must be hosted at Mohawk Internet Technologies, a data centre in Kahnawà:ke managed by Continent 8 Technologies. Section 34 of the Regulations ties the CPA to the licence holder’s co-location facility. Get a hosting quote from MIT and Continent 8 early, and check whether your platform provider already runs there, because that can remove weeks of integration work.

Do you need a company or office in Kahnawà:ke?

The Regulations and forms we reviewed require full disclosure of the applicant entity and its owners and a hosting arrangement at MIT, but they don’t require you to incorporate in Kahnawà:ke or appoint resident directors. That is a real difference from Curaçao, which requires a resident managing director, and from the Isle of Man, which requires two resident directors. Confirm your intended structure with the KGC or an adviser before you file.

Player protection and conduct rules

  • Age: players must meet the “approved age”, which is 18 or the gambling age where they live, whichever is higher (section 9).
  • Self-exclusion: you receive the KGC’s Self-Exclusion Player List with your preliminary permit, and players can file a Comprehensive Self-Exclusion Request (Schedule M) with the Commission. For how much further a strict market goes, compare the UK rules in our UK gambling law guide.
  • Player funds: you must pay winners promptly, and the KGC can require security such as bonds, insurance or liens to cover what you owe players (sections 151 to 157).
  • Complaints: when the KGC forwards a player complaint, you must give it a full and detailed response within seven days unless it directs otherwise.
  • AML: your control system must include procedures under the KGC’s separate AML/CTF Regulations.
  • Material changes: unreported material changes can draw fines of US$1,000 to US$20,000 (section 161), on top of suspension or revocation powers.

How much does a Kahnawake gaming licence cost?

Regulator fees are flat and in US dollars. The KGC publishes no gaming duty or revenue-based contribution, which is the main structural difference from Malta or Ontario.

Sources: KGC fee notice (13 August 2026), application cost schedule (5 October 2023), domain fee notice (22 April 2025) and Regulations sections 142, 147 and 168. According to the notice, CPA fees hadn’t changed since 2016 and Key Person fees had never changed. The new fees apply to complete applications and renewals submitted on or after 1 January 2027; anything complete and submitted before then stays on the old schedule even if it’s decided later.

Two details that trip up budgets. First, the “US$40,000” figure quoted on many pages is the current CPA fee plus one Key Person Permit, not the CPA alone. Second, the application fee covers the KGC’s due diligence (non-refundable) plus the first annual fee, and the KGC says the first-year annual fee is returned if your application is denied. On the current schedule that is US$20,000 of the US$35,000.

Is there a gaming tax in Kahnawake?

The KGC doesn’t publish any gaming tax or duty on gross gaming revenue; your regulator cost is the fixed fee schedule above. That doesn’t mean your business is untaxed. Corporate income tax depends on where your operating company is incorporated and managed, and some target markets tax offshore operators directly. Get tax advice for your actual structure rather than relying on “zero tax” claims, which several ranking pages make without a source.

Two-year cost model (regulator fees only)

Worked example: one CPA, two key persons, eight domains (two above the included six). The only difference between the columns is whether the complete application goes in before or after 1 January 2027.

CostFiled in 2026Filed in 2027
CPA application (incl. first annual fee)US$35,000US$40,000
Two Key Person PermitsUS$10,000US$12,000
Two extra domainsUS$1,000US$1,000
Year one regulator cash outUS$46,000US$53,000
Year two: CPA annual + 2 × KPP annual + 2 extra domainsUS$23,000US$23,000

Filing a complete application before 1 January 2027 saves US$7,000 in this example. At the first five-year renewal the gap widens, because the CPA renewal moves from US$5,000 on top of the annual fee to a US$40,000 fee that includes it, which is US$15,000 more for that year.

The regulator bill is the predictable part. These costs are quoted case by case and decide your real number:

  • Hosting at MIT: co-location or managed hosting through Continent 8, or a platform provider already hosted there.
  • Control System Submission assessment and audit: invoiced by the KGC, with the audit carried out by an Approved Agent during your six-month preliminary period.
  • Game and RTP testing: by an Approved Agent such as iTech Labs, Gaming Associates, Quinel or RNG Labs once the full CPA is granted.
  • Legal and policies: AML/CTF, responsible gambling and terms written for your actual platform. Compare iGaming licensing consultants on what their packages include.
  • Banking and payments: check acceptance of a KGC licence with your PSPs before you commit.

How long does a Kahnawake gaming licence take?

The KGC’s own process document is more specific than most third-party guides. Here’s the full path from a complete file to a full CPA.

StageWhat happensTime
1. PreparationForms for the entity and every 10% owner, director and key person; Control System Submission; hosting arrangement with MITDepends on you; typically weeks
2. Intake and preliminary reviewFees received, file assigned to a Compliance Officer, completeness check; Continent 8 notifiedDays
3. Due diligenceBackground investigation of the company and individuals, then review by the Compliance Department and Legal Counsel4 to 6 weeks
4. Commission decisionDecided at the next Commission meetingApplication phase totals about 4 to 8 weeks with full disclosure
5. Preliminary six-month permitYou go live with the KGC logo and Certificate of Good Standing; an Approved Agent audits your Control System Submission6 months (extendable once by 3 months)
6. Full CPAFinal file review, full CPA issued, then RTP testing with an Approved AgentAfter the preliminary period
7. RenewalRenewal application at least three months before expiryEvery five years

Total: about two months from a complete file to a preliminary permit that lets you launch, and about eight months to a full CPA. That’s based on the KGC’s 2023 process documents and sections 38, 43 and 167 to 169 of the Regulations. The KGC doesn’t guarantee these times, and incomplete disclosure is what stretches them. A “two to three week” licence promise doesn’t match the KGC’s own estimates.

Can a Kahnawake licence serve Ontario or other regulated markets?

No. A CPA lets you offer gaming from Kahnawà:ke; it doesn’t give you access to markets that license online gambling locally. Ontario is the clearest example. To take Ontario players you register each site with the AGCO (CAD 100,000 per site per year) and sign an operating agreement with iGaming Ontario, which keeps roughly 20% of gaming revenue, and since 31 October 2022 applicants must stop any unregulated activity in the province. Our Ontario iGaming licence guide covers that process in full. The same logic applies to the UK, regulated EU states and US states.

The KGC’s Regulations don’t publish a list of banned countries, but section 171A lets the Commission refuse a renewal over harm to another jurisdiction. Geo-block the markets you aren’t licensed for and document that you do.

Who the Kahnawake licence suits, and who it doesn’t

It suits:

  • Operators who want a long-established regulator with flat fees. No published gaming duty and no revenue-based contribution make costs predictable as you grow.
  • Groups already licensed elsewhere. A comparable licence counts as prima facie evidence of suitability, which can shorten due diligence.
  • Multi-vertical brands. One CPA covers casino, poker and sportsbook, with six domains included.
  • Platforms already hosted at MIT. If your provider runs there, the hosting requirement costs you little extra.

It doesn’t suit:

  • Operators whose core market licenses locally. Ontario, the UK, regulated EU states and US states all need their own licence.
  • Teams that want to host wherever they like. With the IJA gone, MIT hosting is not optional.
  • Anyone counting on the old fee schedule. If your file won’t be complete before 1 January 2027, budget for the new fees and the higher five-year renewal.

Recent KGC enforcement and warnings

The KGC publishes its actions, and 2026 has been busy.

DateAction
29 Sep 2026Polar Ventures SDRL: CPA suspended following a Show Cause Notice (published 6 October)
13 Aug 2026CPA and Key Person fee increase announced, effective 1 January 2027
Jun to Jul 2026Elentertain SRL, Firo Lod N.V. and Cartwheel B.V. voluntarily terminated their CPAs

25 Mar 2026Regulations concerning Interactive Gaming amended
22 Apr 2025New domain fee structure: six domains included, US$500 a year for each extra domain

The lesson for applicants is practical. Fake “licensing” websites use the Kahnawake name, so apply only through the forms on the KGC’s own site at gamingcommission.ca or through an adviser who files there, and verify any partner on the permit-holder list.

Your next step

Decide two things before you call anyone: whether your platform can run from MIT, and whether you can get a complete file to the KGC before 1 January 2027. Then list your 10% owners, directors and key persons, draft your Control System Submission, and take that package to two or three licensing advisers for like-for-like quotes against the fees above. If you’re still pricing the whole venture rather than the licence, our guide to how to start a betting site puts licence fees next to platform, team and marketing costs.

This guide is independent information, not legal or tax advice. Fees, timelines and requirements are taken from Kahnawà:ke Gaming Commission publications (Regulations of 25 March 2026, fee notice of 13 August 2026, application documents of 2023) as of the date above. Confirm current positions with the KGC or a qualified adviser before you apply.
